 IHCHR called on Parliamentary Higher Education Committee to intensify
its efforts to legislate law on protecting university professors. The member of IHCHR Board , Dr. Anas A. Mohammed, stated that the
Commission has already developed draft law on the protection of
university professors in coordination with the Union of Iraqi academics
and send it to the Parliamentary Higher Education Committee for the purpose of study and cooperation in completing the stages of legislation in accordance with CoR mechanisms.
Dr. Anas stressed that the continuation of documenting cases of
repeated assault on university professors , where the latest assault was
on the home of the Professor Hamid Fadel Al-Tamimi, President of Al-
Mustansiriya University, gives importance to legislate law on the
protection of university professors as well as put the Ministry of
Higher Education and Scientific Research, Ministry of Interior and other
security services in front of the responsibility of preserving the
human resources and Iraqi scientific and academic competencies.
Dr. Anas confirmed that the Commission is keen to hold a coordination
workshop that brings together the Association of Academics, the
Ministries of Higher Education and Interior , the parliamentary
committees concerned with higher education, human rights and a number of
competent national and international organizations for the purpose of
drafting the law and putting it on CoR agenda at the beginning of its
next legislative term in early September 2019.
