 The IHCHR through its monitoring
teams has monitored the events that took place in Karbala on Sunday evening,
November 3, 2019, that exaggerated to a clash between security forces and
protestors when they tried to enter the Iranian Consulate, which led with great
regret to the death of (3) demonstrators and the injury of (12) protestors and
security forces due to the use of the live bullets. While the Commission condemns the
continued fall of Martyrs and the wounded, it calls on the security forces to
abide strictly by applying the criteria of safe engagement, not to use live
bullets and to refer the persons who directly shot towards the demonstrators
for investigation. Also the IHCHR calls on all demonstrators to stay in places
designated for the demonstrations, to sustain the peaceful course of their
demonstrations and not to endanger diplomatic buildings, as this is a violation
of the agreements binding on Iraq, as
well as it calls for all parties to stay away from any contact that may
generates casualties between both sides.
